Who We Are

Pacific Investment Counsel, Inc. is the successor to Leland A. Parker & Associates, Inc., an investment management firm that started business in 1970. As president and owner of Pacific Investment Counsel, Inc., S. David Andrew has over 25 years of experience managing client investment accounts.

We are an independent Registered Investment Advisor. We are not a financial planner, broker-dealer or a registered representative of a broker-dealer. We do not recommend purchase of any securities to clients where we serve as underwriter, general or managing partner or purchaser representative.

Clients always maintain full ownership and control of their assets which are held in an account in their own name at the custodian. Client assets are never comingled with others. We never have custody of client assets.

We manage most investment accounts using a balanced (equities and fixed income) approach so clients may achieve their short and long term financial goals and objectives. A client’s risk tolerance is taken into consideration.

We have been continuously managing client assets for over 50 years, including our predecessor company.

We are a “fee only” investment management firm. We never sell any product for a commission. Our only service is to manage investment accounts for clients.

We invest in individual stocks, bonds, mutual funds and exchange-traded funds.

We never speculate in futures, options, derivatives, commodities or currencies.

We are completely independent from any bank, insurance company, investment company and brokerage firm.

We utilize a simple structure to protect client assets: Client, Investment Manager, and Custodian.

  • The Client owns the assets.
  • The Investment Manager manages the assets.
  • The Custodian holds the assets.

We believe that investing in the shares of companies will continue to produce the overwhelming portion of appreciation in our client account portfolios. We also believe bond investments can help improve cash flow and returns in down markets.

We strive to have a focused investment approach and believe in fundamental investment research. Our approach emphasizes financially strong companies with potential for appreciation.

We only manage assets on a discretionary basis, which authority is limited to investment decisions.

We are compensated based on a percentage of the assets under management. We do not receive performance fees for managing accounts. Our management fee motivates us to act solely in our client’s best interest.

We handle the important functions of account administration, including the following:

  • Portfolio Accounting
  • Portfolio Reconciliation
  • Portfolio Performance Measurement
  • Client Quarterly Reporting
  • Client Communication
  • Preparation of Tax Schedules
  • Coordination with the Client CPA and Attorney

We are experienced in handling the transition and transfer of assets from an original account holder to the beneficiaries.

We are registered with the State of California, Department of Financial Protection and Innovation (DFPI).
